General affairs ADEPM and State Government of Nayarit

On October 20, the ADEPM met in the Tepic government palace with. The Secretary of Nayarit Government Lic. Juan Echegaray, The head of the Secretary of Public Security, Commander Jorge Benito Rodríguez Martínez, the state director of CONAGUA Luis Aragón and executive representatives of the SCT Nayarit

This meeting was held as a follow-up to the issues that ADEPM has been working on as part of its pillars. Among which stand out:

SECURITY ISSUES

Commander Jorge Benito Rodríguez Martínez, Head of the Secretary of Public Security of the State of Nayarit, reported that in 18 Municipalities of the State there have been signs of an improvement in security indices.

But in the cases of the Municipalities of Bahía de Banderas and Compostela, a greater complication has arisen for their care. This is because there is a lack of vehicles for patrol tasks. Even the Tourist Police, which primarily attends Shopping Centers, do not have adequate vehicles for their tasks.

In the past, the La Mandarina Tourist Complex provided a vehicle on Commodatum, thereby intensifying surveillance and patrol tasks. Throwing as a strategy to seek to replicate this proposal with other companies in the area.

DRINKING WATER SUPPLY ISSUES

Eng. Luis ), State Director of CONAGUA, stated that the Aqueduct that OROMAPAS has been operating in the Municipality of Bahía de Banderas supplies 90% to population centers and only 10% to the area hotel.

Studies have already been carried out on a radial well in El Colomo, with which it could supply the communities of San Francisco (San Pancho), Lo de Marcos and Punta de Mita. For which Governor Miguel Ángel Navarro raised the proposal to the director of CONAGUA in Mexico City, who will be taking the proposal to President Andrés Manuel López Obrador.

He also pointed out the interest of Governor Miguel Angel Navarro, so that in this project there would be concurrence in investment by the Private Sector, expressing that CONAGUA agrees in principle. The percentages of participation in the investment by the Private Sector must still be determined by the state government.

 ADVANCED NAVAL STATIONTHEMES OF THE ADVANCED NAVAL STATION (ENA)

Mr. Juan Echegaray expressed his interest in expediting the Coordination with the superior commands of the Secretary of the Navy (SEMAR), based in the State of Nayarit, to carry out the signing of the Addendum by the representatives of the parties involved (Municipality of Banderas Bay, SEMAR, FONATUR and ADEPM). In order to ensure that FONATUR transfers possession of the land in Litibú to SEMAR, and thereby start the construction of the ENA in Litibú

PROBLEMS OF THE ROAD BYPASS FROM THE CRUZ DE HUANACAXTLE TO PUERTO VALLARTA

Mr. Jason Lavender raised the problem that already exists with vehicular mobility on Federal Highway 200, particularly in the section from La Cruz de Huanacaxtle to the Ameca River bridge, due to lack of alternative roads within densely populated areas in the Municipality of Bahía Banderas.

He expressed his concern that once the sections pending to be opened on the Guadalajara – Puerto Vallarta Highway are in operation, the traffic problem will worsen even more. This will increase the existing problems for guests of hotels and various lodging establishments in the Riviera Nayarit, Punta Mita, Sayulita, Lo de Marcos, San Pancho, La Mandarina, among others, who require access to the Puerto Vallarta International Airport and the Riviera Nayarit.

Finally, Mr. Lavender explained that in meetings held both online and in person, with representatives of the State Delegation of the Secretariat of Communications (SCT) in Nayarit, it has been reported by officials of said Unit that only 3% are missing of the Rights of Way to be negotiated in the road section from La Cruz de Huanacaxtle to Puerto Vallarta, which should happen as soon as possible in order to start the construction of the Bahía de Banderas Bypass with the branch to the Gustavo Díaz Ordaz International Airport. In view of the foregoing, he indicated that he would kindly request the support of the Government of the State of Nayarit, in order to expedite the conclusion of negotiations regarding the Rights of Way in the aforementioned highway section.

PRESIDENTIAL DECREE OF DECLARATION OF POTENTIAL SUSTAINABLE TOURISM DEVELOPMENT AREA DISTILADERAS – PUNTA DE MITA, NAY.

Lic. Guillermo Ohem Ochoa pointed out that in August 2018, the then Governor of the State of Nayarit, L.C. Antonio Echeverría García, submitted to the Federal Tourism Secretariat (SECTUR), an application accompanied by a technical file to start the process of Declaration of the Sustainable Tourism Development Zone (ZDTSP) in a polygon between Destiladeras and Punta de Mita.

This request and technical file are aligned with the UN Sustainable Development Goals (SDGs).

Mr. Ohem commented that Eng. Marco Antonio Espinosa Magaña, General Director of Tourism Sustainability of SECTUR, sent to the attention of Mr. Juan Antonio Echeagaray Becerra, on October 10 of this year, an official letter SST / DGST / 445/2022, by which he informs Mr. Echeagaray the background, the status of the process of the Decree for the Declaration of the aforementioned ZDTSP and the next steps to follow in relation to the steps required to obtain said Declaration.

In the meetings held with the Planning Institute of the Municipality of Bahía de Banderas (IMPLAN). In the official letter of the SECTUR it is mentioned that on September 29 of this year, the first session of the Evaluation Committee for the Ruling of ZDTS (2022) was held and it was determined to require the Constitutional Governor of Nayarit to update the instruments in terms of Urban, Territorial, Environmental and Tourism Development.

In view of the foregoing, Mr. Ohem attentively requested Mr. Echeagaray supported him to give timely follow-up to the content of the SECTUR official letter, in order to inform the governor of Nayarit of the status of these issues, as well as his ratification to continue with the process.

It will seek to coordinate a follow-up meeting between the Secretary of Tourism of Nayarit, the Municipal President of Bahía de Banderas, IMPLAN and federal SECTUR, to align the Territorial Planning Instruments.
